Fees & Refund Policy 1. Purpose

4. Policy
To ensure students are informed of Haley College management of fees is equitable and in compliance with the requirements of the Skills Victoria

5. Procedure

5.1. All tuition fees will be charged in accordance within the guidelines of Skills Victoria

5.2. All tuition fees for government funded courses will comply with that departments requirements

5.3. One dollar and thirty-seven cents an hour for each course hour of delivery to a maximum of $877.00 (when the course is government funded, as it is a requirement of Skills Victoria to pay tuition fee) based on 640 hours of tuition at $1.37 an hour will be charged or less according to the student content hours of the course studied.

5.4. A minimum tuition fee of fifty-five dollars (based on 40 hours tuition at the rate of $1.37 an hour, rounded to the nearest dollar) will apply for those students who qualify for concessions, to qualify students need to demonstrate:
5.4.1. Commonwealth Health Care Card
5.4.2. Pensioner Concession Card
5.4.3. Veteran’s Gold card
5.4.4. The concession will also apply to the dependent spouse or dependant child of the card holder
5.4.5. When the student can support financial hardship
5.4.6. The student can demonstrate written proof of evidence of currently receiving Social Security Services Payments from Centrelink
5.4.7. Written request for fee reduction, with proof of financial hardship

5.5. Haley College will not charge a tuition contribution in relation to a student who is
5.5.1. Enrolled in government funded training or further education at another education institution who is undertaking part of that government-funded training or further education at the provider’s institution under an arrangement between the provider and the other education institution which provides for payment to the provider for tuition and materials
5.5.2. Undertaking training or further education for which funding has been provided directly or indirectly by the Commonwealth or the Australian National Training Authority and where the condition of that funding prohibits the imposition of that fee or charge.
5.5.3. A prisoner within the meaning of the Corrections Act 1986, or
5.5.4. Detained (other than a weekend detention) under a sentence of detention in a youth training centre or a remand centre under the Children and Young Persons Act 1989 or Sentencing Act 1991, or
5.5.5. Detained (other than in weekend detention) in a youth residential centre established under the Children and Young Persons Act 1989, or
5.5.6. Required to undertake the government funded training or further education pursuant to a non-custodial order made under the Children and Young Persons Act 1989

5.6. All students paying Tuition fees prior to commencement will not exceed five weeks of course commencement.

5.7. Haley College will refund 100% of payments made by a student if the course is cancelled or course commencement is postponed by more than four weeks, unless alternative arrangements can be made which are acceptable to the student.

5.8. Tuition fees will be charged to the student on commencement of the course.

5.9. If a student gives written notice within four weeks of commencement (from a government funded course) of intention to transfer to another RTO 100% of fees paid will be refunded.

5.10. If a student withdraws from only part of a course or if only a part of a course is cancelled, Haley College will only refund a portion of the tuition fees and materials fee applicable to that part of the course.

5.11. If a student does not undertake tuition part of a government funded course due to recognized prior learning in respect to that part of the course, then Haley College will refund an amount equal to the difference between:
5.11.1. The tuition fee which has been paid, and
5.11.2. The tuition fee applicable in accordance with these conditions in respect of the aggregated of the enrolled subject hours for that part of the course which the student has undertaken or will undertake tuition in that calendar year

5.12. 100% refund, minus $55.00 minimum tuition contribution if you withdraw within four weeks of the start of your course for any reason.

5.13. 100% refund less $55.00 of tuition fees if you enrol in a course and subsequently receive notification of receipt of Youth allowance – full time student of Austudy. Notification from Centrelink must be attached to refund application.

5.14. If a student withdraws from only part of their enrolment in government-funded training or further education, Haley College will refund the portion of the tuition contribution and fees for materials or services applicable to that part of the training or further education..

5.15. To claim the discount you must provide a statement from Centrelink confirming that you receive a payment. Presenting a Low income (LI) Health Care Card does not qualify you for a discount. If you do not receive a payment from Centrelink you are not entitled to a discount on the tuition fee.

5.16. Fee for services course, will not attract any refund once the course has commenced as no monies are taken further in advance of five weeks and/or retrospectively charge for training delivered.

5.17. Alternative placements in fee for service will be offered to students who withdraw for personal reasons, with a desire to complete the course in the future

5.18. For courses funded under the Skills Victoria funded training program, all fees, charges and refunds will be subject to the conditions set out in the appropriate performance management.

5.19. If you are claiming Recognition of Prior Learning for only part of your course, you must be enrolled prior to lodging you application and before commencement of the course.

5.20. If a student does not undertake tuition part of a government funded course due to Recognised Prior Learning, or Credit Transfer in respect to that part of the course, the Haley College will refund an amount equal to the difference between.
5.20.1. The tuition fee which has been paid, and
5.20.2. The tuition fee applicable in accordance with these conditions in respect to the aggregated of enrolled subject hours for that part of the course which the student has undertaken or will undertake tuition in that calendar year.
5.20.3. Tuition fees will be charged annually for the units delivered in each 12 month period
5.20.4. Tuition fees can be negotiated to pay off with consultation with the C.E.O.

5.21. Haley College will not charge fees in relation to an enrolment in Government-funded training or further education other than a tuition contribution in accordance with this policy
